Kurdistan is currently neither a dejure ( no one recognizes Kurdistan to be a country ) nor a defacto ( no entity claims to own a Kurdistan ) country.
It neither has formal / dejure recognition ( it isn't recognized as a country ) nor has informal / defacto recognition ( it doesnt claim to be a country ).
But once it IS enforced . . . once an admin HAS acted, undoing it is going against the will of the Committee, which we have put in place ( defacto or dejure ) as the final dispute resolution mechanism, and thus " against the will of the community ".
