1. The division of the law into civil and criminal serves to describe the two categories that are sharply distin-guished for the administration of justice , for , as a general rule , civil cases are dealt with one set of hierarchy of courts known as civil courts and criminal cases by another known as criminal courts .
   विधि का दांडिक और सिविल के बीच विभाजन उन दो श्रेणियों का बोधक है जो न्याय के प्रशासन के लिए एक-दूसरे से बिल्कुल अलग हैं.कारण यह है कि सामान्य नियमानुसार , सिविल मामलों पर कार्रवाई जिन न्यायालयों के क्रम द्वारा की जाती है उन्हें सिविल न्यायालय और दांडिक मामलों की सुनवाई जो न्यायालय करते हैं उन्हें दांडिक न्यायालय कहते हैं .
2. The Tribunal is vested with the power of a civil court and it can enforce attendance of any person and examine him on oath , compel the production of documents , issue commissions for examination of witnesses , and such inquiry and investigations are deemed to be judicial proceedings within the meaning of Sections 193 and 228 of the Indian Penal Code 1860 .
   अधिकरण को सिविल न्यायालय की शक्तियां दी गई हैं और वह किसी व्यक्ति को अपने समक्ष हाजिर करा सकता है , शपथ पर उसकी परीक्षा कर सकता है , दस्तावेज पेश करने के लिए विवश कर सकता है , साक्षियों की परीक्षा के लिए कमीशन जारी कर सकता है और ये जांच तथा अन्वेषण भारतीय दंड संहिता , 1860 की धारा 193 और 228 के अर्थ में न्यायिक कार्रवाइयां मानी जाती हैं .

Unless their jurisdiction is curtailed or abrogated by any special law , the civil courts are the forum for deciding any and every kind of civil dispute between individuals , between individuals and public authorities , whether of the Government of India or of the state governments , or any other authority constituted or created by any law .
   जब तक उनकी अधिकारिता में कमी न कर दी जाए अथवा उसे निराकृत न कर दिया जाए तब तक सिविल न्यायालय प्रत्येक प्रकार के सिविल विवाद का निर्णय करने में सक्षम न्यायालय हैं- ये विवाद चाहे व्यक्तियों के बीच हों , व्यक्तियों और लोक प्राधिकारियों के बीच हों , ये प्राधिकारी भारत सरकार के हों चाहे राज्य सरकारों के अथवा विधि द्वारा गठित या विरचित किसी अन्य प्राधिकारी से संबंधित हों .
