The Japanese government recently announced it would go ahead with the policy, which was called into question in December 1995, when a sodium leak in a secondary cooling system forced an emergency shutdown at the Monju prototype fast-breeder reactor in Tsuruga, 350 kilometers ( 220 miles ) west of Tokyo.
