1. Israelis are fearful . Passive obstacles - walls, road blocks, demilitarized zones, and the like - have the tactical utility of reducing casualties and defining territory. But they are useless on the strategic level; they cannot solve the Palestinian-Israeli conflict. No fence, however high, however deeply dug, however electrified and monitored, can win a war. To the contrary, building a wall implies cowering behind it, hoping the enemy will not strike. And cowering signals to the Palestinians that they enjoy the initiative and that Israel has gone into a defensive mode.
   इजरायली डरे हुये हैं - दीवारें, मार्गावरोध और असैन्यीकृत क्षेत्र राज्यक्षेत्रों की परिभाषा और लोगों की क्षति कम करने का एक तरीका है और उसका उपयोग भी है। परन्तु रणनीतिक स्तर पर उसका लाभ नहीं है। इससे फिलीस्तीन-इजरायल संघर्ष का समाधान होने वाला नहीं है। कोई भी बाड़ वह कितना भी गहरा गाड़ा गया हो, ऊँचा, सघन सर्वेक्षण वाला और बिजली के तारों से युक्त हो परन्तु उससे युद्ध नहीं जीता जा सकता। इसके विपरीत दीवार बनाने में अन्तर्निहित है कि आप उसमें अपने को ढ़ाँक रहे हैं कि शत्रु आप पर आक्रमण नहीं करेगा। इस प्रकार ढ़ँकने की पहल फिलीस्तीनियों के कारण हुई और उन्हें लगा कि इजरायल रक्षात्मक स्थिति में चला गया।
