Participants heard about the ideas of a Pakistani-born liberal theologian, Fazlur Rahman (1919-88), who held that if Muslims thoroughly reinterpret the Koran, Islam can modernize. He urged a focus on the principles behind Koranic legislation such as jihad, cutting off thieves' hands, or permitting polygyny, in order to modify these customs to fit today's needs. When Muslims do this, he concluded, they can prosper and live harmoniously with non-Muslims.

For one indication of this, note the original thinking of the Sudanese theologian Mahmud Muhammad Taha (1909-85). Taha built his interpretation on the conventional division of the Koran into two. The initial verses came down when Muhammad was a powerless prophet living in Mecca, and tend to be cosmological. Later verses came down when Muhammad was the ruler of Medina, and include many specific rulings. These commands eventually served as the basis for the Shari'a, or Islamic law.

None of the Ankara theologians ... will discuss whether the Koran was dictated word-for-word by the Archangel Gabriel to the Prophet Mohammed, or whether it is an historical document, collected and revised over time, like the Hebrew and Christian scriptures. To argue for a human element in the Koran threatens the foundations of Islam. Yet it is impossible to conduct serious exegesis without considering the possibility of later redaction or alteration, especially considering the frequent discrepancies, contradictions and occasional incoherence of the Koranic text. If Turkish theologians can execute such changes, why not theologians in other countries, too? And if practices concerning women can be changed, why not those concerning jihad or the role of Islamic law as a whole? Islam can adjust to modernity no less than have other faiths. Conversely, if one sees Islam as irredeemably evil, what comes next? This approach turns all Muslims - even moderates fleeing the horrors of militant Islam - into eternal enemies. And it leaves one with zero policy options. My approach has the benefit of offering a realistic policy to deal with a major global problem. In conclusion, a reflection: Americans have acquired an impressive knowledge of Islam. Contrary to the incessant bleating by apologists for militant Islam about American ignorance of this topic, my readers know what they are talking about. Their critiques are sometimes erudite (for example, on the subject of Koranic abrogations), sometimes eloquent (“The next time you watch a film clip of the miniscule and microscopic body parts of Israeli citizens being scraped from the streets, sidewalks and buildings, just think about what is truly evil”).
